A Study on the Improvement and Development of 119 Rescue and First Aids

Abstract
Nowadays, our country operates the department of fire fighting and rescue services without great difficulty, despite a significant lack of members and inferior funding. People recognize rescue services are getting better and better gradually and the demands for these rescue services increase. So, this is the best time for rescue and first aid service teams to offer qualitative services rather than quantitative services. People will recognize this type of rescue and first aid service team to be an organization sacrificing and serving for them. However, well-developed institution and operation systems should be established, this type of rescue and first aid service team cannot achieve their goals without strong determination that they will serve and sacrifice themselves for people. In addition, it is essential for the officials in charge of policies regarding emergency medical services to be concerned and practice the policy without failure. So, this author suggests that the following have to be raised to activate 119 rescue and first aid service: 1) Bring up experts and offer high quality rescue and first aid service, 2) Prepare more up to date equipment, 3) Operate transfer joint organizations, 4) Promote the ability to meet with the press at the time of rescue and first aid service activities, 5) Adjust regulations related to rescue and first aid services, 6) Make up for a countermeasure to traffic accidents of ambulances, 7) Adjust regulations making it mandatory to establish heliport at the target on hospitals, 8) Install more rescue and first aid service teams, 9) Educate and train officials belonging to briefing rooms, where the officials with long experience are arranged, 10) Minimize the time for rescue and first aid service teams to reach fields, 11) Establish legal protection system for rescue and first aid service team.
